陳長文理事長與陳純一秘書長共同參加本年五月十九日國際法學會(International Law Association)於英國倫敦舉行的第一次執行委員會會議，陳理事長於會中的發言摘要如下：

　　他首先表示自己很高興能有機會參加此次會議，隨後向全體委員報告本會二位前任理事長丘宏達教授和馬英九教授囑其問候各位執委們! 另告知馬英九教授並正在競選中華民國總統，並誠摯預祝第一位主修國際法的中華民國總統於台灣出現（明年五月！）。他也提到本會過去一系列推動超國界法學研究的努力，包括舉辦巡迴演講與出版專書等。

　　關於本會會籍名稱一事，陳理事長感謝執委會主席Lord Slynn到台灣訪問，也為解決我國會籍名稱與中共入會一事而努力。陳理事長強調"we are certain that 'world peace through world law' can be facilitated with the establishment of a PRC ILA branch" 基於推廣國際法的崇高使命，以及深信中國大陸法治化有助於world peace through world law的早日成就，本分會一向不反對中共加入ILA。至於本會名稱是否有修改之必要，我方提出三項方案供執委會考慮，分別是Taiwan、Chinese (Taipei)與Chinese (Taiwan)，其中Chinese (Taipei)是採取奧會模式，而Chinese (Taiwan)則是維持現狀。

　　陳理事長談話頗引起委員們的肯定與討論，但主席Slynn表示本案有高度複雜性，俟其進一步瞭解溝通後，再提請執委會討論此案。

　　ILA秘書處已於會議記錄中列入陳理事長的建議，全文如下：

　Professor C V Chen (Chinese (Taiwan)) expressed greetings from Professor Hungdah Chiu and Dr Ma to the Executive Council.

He then said that his term of office will expire at the end of this year.  He expressed the wish that the Branch has to see the establishment of an ILA Branch in mainland China and in order to assist in this, the Branch would be willing to amend its name to either: Taiwan; Chinese Taipei; or Chinese (Taiwan).
